Netizens react to MTRCB move regarding pay-per-view

Ayon sa ulat ng PEP:

Nakipagpulong ang Movie and Television Review and Classification Board (MTRCB) kay Vice Ganda (aka Jose Marie Viceral) at sa mga ABSCBN executives upang pag-usapan ang mga “do’s and don’ts” sa comedy bar humor.

Sa mga Twitter posts ng MTRCB, sinabi nito na, "While noting the wit of comedy bar humor, the MTRCB emphasized the do's and don'ts for TV to ABS-CBN execs and talent Viceral."

Pinaalalahanan si Vice Ganda at ang mga Kapamilya executives na iwasan ang "potentially offensive humor off-cam," at ayon sa tanggapan, "disposes one to stick to wholesome humor on-cam."

Ang "gang rape" joke ni Vice Ganda (o Jose Marie Borja Viceral sa totoong buhay) ay napanood sa Araneta Coliseum at sa pamamagitan ng pay-per-view noong May 17.

Ayon sa Presidential Decree 1986, ang main function ng MTRCB ay, “ To screen, review and examine all motion pictures …, television programs, including publicity materials such as advertisements, trailers and stills, whether such motion pictures and publicity materials be for theatrical or non-theatrical distribution, for television broadcast or for general viewing, imported or produced in the Philippines, and in the latter case, whether they be for local viewing or for export…”

Subalit may ilang kumukuwestiyon sa move na ito ng MTRCB. Ang tanong ng ilang netizens: nasa jurisdiction ba ng ahensiya ang pay-per-view? Pinuna din ng ilang Netizens ang pakikialam ng MTRCB chairman na si Atty. Toto Villareal.

Narito ang paliwanang ng isang netizen na nagngangalang "manuelbuencamino" (published as is):

"There is free TV and pay-per-view. In pay-per-view the choice clearly belongs to the buyer alone.

"Pay-per-view is different from pay cable because the latter involves a subscriber paying for cable channels but without any control over what the cable channel will air.

"Kumbaga if one subscribes to HBO, one gets all the shows aired by HBO whether one likes them or not.

"The only control in the hands of the subscriber is the remote control clicker to turn off the TV or to change channels.

"Bottom-line, the MTRCB should limit itself to review and classification and not to go into censorship, specially subscribed cable and pay per view.

"Free TV is another matter. The role of the MTRCB in that area is a little fuzzier— when does review and classification become prior restraint and a threat to freedom of expression?


"As far as I observe it here, pay per view provider has only to abide by the legality of the contents of their programming to be in business...no child pornography or any illegal programming…

"If it [is an] adult program, the viewers or subscriber must agree to the conditions and it is the parents responsibilities to give parental discretion for their children...since most of this gadgets are passwords lockable.

"Just make sure that you are not on sleep or hibernation as what happened to our lady friend when we watch Pacquiao match that when somebody switch, the sleeping channel tuned to xxx awaken and we have to gather the kids inside the rooms, before someone shut it off…but the kids teased us laters [sic], we have seen them on PCs and the truly innocents just did not know what was going on."
